Andrew is currently employed as the Chief Executive Officer with the Bunbury City Council in the South West of West Australia.

For the past 21 years Andrew has been employed in local government in Queensland and West Australia with almost 8 years in Chief Executive Officer positions.  In addition to this, Andrew was elected to the Board of the Queensland Local Government Managers Australia in 2010.

In addition to my CEO positions I have been employed in Governance and Policy positions across a number of Councils between 1998 and 2004.

In response to new State Government legislative requirements regarding reporting and long term planning, the City of Bunbury has commenced the introduction of a range of the CAMMS modules. We have embarked on the process of training staff in the various modules, and the implementation of these systems across the organisation to help drive the change required for the organisation.

Andrew has been involved in change management and local government reform since the mid 90's across five local governments.

Andrew was appointed as the Interim CEO to manage the amalgamation of two city councils and two shire councils to form the Fraser Coast Regional Council in 2007.

Frank has 30 years of experience in local government.  Frank started his career as a Alberta Municipal Affairs, Municipal Intern with the County of Barrhead in 1981-82.  He began his employment with the County of Wetaskiwin in 1983 as the Financial Controller which he held for seven years.  Frank began his tenure as the Chief Administrative Officer in 1990, a position he currently still holds.

Dave is a Certified Engineering Technologist working with the County of Wetaskiwin No. 10, in Wetaskiwin, Alberta Canada as the Director of Public Works for the past 12 years. Dave has just concluded a three year term as President of the Alberta Municipal Supervisors Association and has had a varied career in both public and private enterprise including being a surface foreman for a gold mine in the Canadian Artic, a foreman building railroad grade in the Rocky Mountains, owning two donut shops, a specialty hot sauce shop and a building construction firm. Over the past 18 years Dave has managed the Public Works Department for the City of Wetaskiwin, the City of Swift Current and the County of Wetaskiwin.

Wayne joined Lake Macquarie City Council in October 2009 following a distinguished career in New Zealand.  Wayne’s current role as Director Corporate Services provides direction and leadership to a group of departments responsible for supporting all other Council divisions. He is also responsible for ensuring that the community has ready access to timely and accurate Council information.  Corporate Services departments include: Finance & Administration, Property, Corporate Information, Human Resources Management, Customer Service & Communications, City Solicitor, Corporate Support.

He has held many positions in the Royal New Zealand Navy reaching the position of Commander.

Wayne left the Navy to take up a position as the Manager Strategic Development and Business Support at the New Zealand Ministry of Civil Defence and Emergency Management.  During his time at the Ministry, Wayne was responsible for the management of business support for the Ministry as well as being a manager for planning and intelligence during national emergencies.

In May 2008 Wayne took up the position of Director Corporate Services for the Ministry of Pacific Island Affairs.  During this period he has implemented a new financial management information system and lead the implementation of a business improvement programme.

Wayne has a Bachelor of Business (Accountancy), a Graduate Certificate in Management and is also a qualified Chartered Accountant.  He is currently completing a Masters Degree in Leadership.

Wayne is married to Tracy and has two children. His interests include golf, cycling and all sports. He has swum Cook Strait and represented New Zealand in surf lifesaving, soccer and judo.

Gary is the Principal of HBA Consulting Pty Ltd, a Canberra based HR and Industrial Relations consulting company. He has spent the majority of his career focusing on the area of Human Resources and Human Resource Management in Commonwealth and State Governments both as a consultant and a public servant. Gary is a specialist in public sector organisational strategy, cultural change, change management and business improvement across all key areas of Human Resource Management. He has been involved in the development, formulation and delivery of public sector reforms across these areas at senior levels in both Commonwealth and State jurisdictions.

Gary has been involved in a wide range of HR planning, consultative and stakeholder engagement processes on issues such as:

Based in Vancouver (British Columbia, Canada) since 2004, Keith is co-founder and Managing Director of Riskwide Consulting Services. Riskwide provides a full range of Enterprise Risk Management consulting services and is a CAMMS partner.

Keith has 20 years of consulting experience. He has consulted to clients in Australia, Canada, the United Kingdom and the United States. His first foray into North America was setting up the North American branch of Bishop Phillips Consulting Canada. Prior to his move to Vancouver, he was the head of Australian Risk Management and Governance Services for Stanton Consulting Partners and Bishop Phillips (Australia). Much of his early career was with Telstra Australia and in particular with their Internal Audit Department.

Keith has a strong background in ERM, Internal Audit and software design. In all these disciplines he has been both provider and a user of, consulting services and so understands very well the client/consultant relationship and he brings a very practical approach to his work in these areas.

During his consulting career has he has assisted many organizations within Canada, Australia, the US and the UK to implement effective Enterprise Risk Management (ERM) frameworks. His clients are from all sectors but particularly from within the Higher Education, Government and Insurance sectors.

For his clients, the successful implementation of ERM has:

  • enabled an improved holistic understanding of all their risks (including inter-linkages between risks) on an ongoing basis rather than ad hoc;
  • enhanced their ability to better manage for the future and lessened the likelihood of unwelcome surprises; and
  • increased their potential to achieve goals and plans as well as capitalize on opportunities by understanding the risk-reward trade off and from the assurance of well-informed decision making.

Keith tailors an approach for each client that allows them to get started quickly while effectively, embedding ERM using methodology that is both practical and sustainable.

Keith is a practiced facilitator and has been a regular speaker at conferences in Australia, Canada and the US.

His interests include hiking, dog sledding and kayaking. Keith likes to bring analogies from his experiences into the presentations making it easier for those unfamiliar with ERM to grasp the subject and generally making it more enjoyable for all.

Jason Rostant graduated with a Bachelor of Social Work in 1994. For the remainder of that decade he was involved in a variety of policy, education, law reform and direct service delivery roles in sexuality, homelessness and suicide prevention settings in both government and NGOs.

From 2003-05 Jason was an advisor to the Australian Democrats Senate team, followed by eight months as a drug and alcohol policy officer with the Victorian Alcohol and Drug Association (VAADA).

In late 2005 he moved to the Victorian Equal Opportunity and Human Rights Commission where he managed human rights education for the four years following the Charter's enactment. A key component of this work was the development of a rights-based framework for good practice and delivery of the framework to government, local councils, and NGO and advocacy agencies.

In October 2010 Jason commenced his current role at the Western Region Health Centre as Executive Manager Community Engagement, Planning and Development where he is responsible for the development of the Centre's new strategic plan and gradual roll out of its new planning and performance framework.

Robert (Bob) Ford joined Dorset Fire & Rescue Service as Head of Corporate Planning five years ago after formerly working as the business planner for a leading Central Government Executive Agency.

He has a wide remit covering all areas of strategic planning, performance, risk, GIS, Community Engagement and Consultation and data management and his team developed a new innovative graphical process which highlights people at risk from fire and automatically tasks firefighters -through hand held devices - to specific households allowing them to undertake targeted home safety risk checks. He led the negotiations which resulted in Dorset Fire & Rescue Service becoming the first client globally to implement and is heading the project team.

Bob has enjoyed a varied career working in customer service and training before moving into business and strategic planning. For a number of years he was an assessor for various organisational development frameworks, including the EFQM Excellence Model and was a lead assessor for the British Quality Foundation UK Excellence Awards. He is currently helping the development of a number of risk and performance frameworks.

When not at work, Bob is a local Magistrate and Justice of the Peace, is helping to organise the Wessex Folk Festival which is based at the home for the Olympic Sailing events at Weymouth and plays harmonica in a blues and jug band.

Simon Newell is a skilled and experienced partnership professional with a proven track record in creating successful partnerships that are able to deliver. Over the last eight years he has developed Brighton and Hove’s LSP, Public service board as well as a range of thematic partnerships, helping to lead Brighton and Hove to a prominent position within the South East and UK.

He has successfully developed and maintained good relationships between all partners within the LSP and has been responsible for developing innovative solutions to complex problems within Brighton and Hove.

Before becoming Head of Partnerships and External relations, Simon ran a wide range of services for homeless and inadequately housed men and women, including drug and alcohol rehabilitation centres, homes for serious ex offenders, day centre provision and other supported housing projects in Brighton, East and West Sussex and London.

Rod has 23 years of experience in local government.  He spent 14 years in the Municipal District of Provost, where he spent 6 years in the Finance department and 8 years as the CAO.  In February 2002, Rod moved to the County of Wetaskiwin where he spent 5 years as Director of Finance and in February 2007 took on the position of Assistant CAO.

Rod graduated from the Northern Alberta Institute of Technology with a diploma in Computer Programming.  Rod also has his Certificate in Local Government Administration through the University of Alberta's Faculty of Extension.

Andrew  is Manager Performance and Innovation at Cardinia Shire Council. His role focuses on corporate planning and monitoring  in a Council servicing a variety of communities, some experiencing rapid growth.. Andrew’s career has spaned a mix of public and private enterprises working in corporate roles in the telecommunications, finance and IT services sectors, before his current local government role.

Andrew’s career has been built on his early role as a business analyst and includes a variety of complimentary roles focusing on project planning and monitoring, organisational change, process re-engineering and strategic planning. He has supported this experience with undergraduate and postgraduate studies in management.

Cardinia Shire is a rapidly developing municipality on the south-east fringe of Melbourne, comprising approximately 1,280 square kilometres with a population of about 72,000. The area is growing at a rate of about six families per day and is estimated to double is population in the next 13 years. By this time, about 75 per cent (compared to 55% now) of its population will live in the ‘growth corridor’; an area of about 10 per cent (128km2) of the shire.

Bruce commenced his career with the accounting firm Price Waterhouse and spent 9 years there working in Melbourne and London.  In 2001 Bruce made the jump to local government as Manager Financial Services at Yarra Ranges Shire Council.  He subsequently held CFO and General Management roles at Darebin City Council before being appointed as Director Corporate Services at Boroondara City Council in December 2010.

Bruce holds membership and/or committee roles on a number of professional associations including FinPro, LG Pro and the Institute of Chartered Accountants.   He represents both the Institute and FinPro in chairing the Model Budget taskforce, which produces the best practice Model Budget guide for local government in Victoria.  Bruce has a particular interest in business planning and performance reporting and leads the team at Boroondara responsible for preparation of the Council's annual report.  The report has been awarded a gold award each year since 2008 and in 2011 received the coveted Report of the Year award.  Boroondara has used the interplan software since 2008 to assist in its performance reporting processes.

Grace Bowman - renowned Paralympian, Australia

After a horse riding accident in 2002 resulting in paraplegia, Grace literally got ‘back in the saddle’ a mere 5 months after the accident. In 2006 at age 15, Grace made her international Para-Equestrian debut in England and Canada where she won 3 bronze and 3 gold medals respectively.

In 2007 Grace represented Australia at the World Para-Equestrian Championships in Hartpury, England and in 2008 Grace achieved her dream of representing Australia at the Paralympic Games. At just 18, Grace was the youngest Equestrian competitor at the Paralympic Games, and the youngest Australian equestrian ever selected to compete at a Paralympics. Grace achieved a 7th, 15th and 12th place at the Paralympics and the Australian team finished 6th overall.

Grace and her horse Kirby Park Joy are the 2010 and 2011 Grade 2 National Para-Equestrian Champions, and finished 4th in the 2010 World Equestrian Games in Kentucky, USA. Grace trains at Kirby Park Stud under the watchful eye of Megan Jones who is an Olympic Eventer. Grace is studying psychology at the University of Adelaide and one day hopes to work in sport psychology.

Joe’s expertise includes regional and industry development, future direction and vision development, the development of high level frameworks for strategic, corporate and business planning, financial planning and performance management; he also has a strong background in organisational review and process re-engineering.  He is well recognised for his ability to deliver successful outcomes on difficult projects.

Joe recently led CAMMS’ involvement in the development of governance structures for the new Integrated Natural Resource Management Boards in South Australia and has undertaken an organisational review for the Eyre Peninsula Local Government Association and subsequently facilitated the development of their Strategic Plan.

Joe has worked closely with the NT Government in the recent structural reform. Joe led the project to facilitate the development of draft Business Plans, the review of Strategic Plans, the development of Three Year Financial Plans and an assessment of appropriate Business Systems for each of the Shires Councils.

Beau is a highly skilled management consultant with significant and varied experience in the Local and State Government sectors.  He has completed his Master in Business Administration and has a strong understanding of contemporary strategic management issues and concepts.

Beau’s expertise is in Community, Strategic and Business planning, process mapping, economic and market analysis, demographic analysis and regional development.  Beau’s attention to detail and continual pursuance of excellence ensures all projects are completed to a high standard.

Recent experiences include the development of an integrated planning and performance management framework for the North Shore City Council in Auckland. This included the development of Community, Strategic and Operational indicators and the implementation of business planning processes.

Beau has also worked on the development of strategic and business plans for the Office of Regional Development and the Fleurieu Regional Development Board, involving extensive consultation with the community and key stakeholders.

Dinesh Priyankara is a Business Intelligence/Database Architect of CAM Management Solutions (CAMMS).

A Microsoft Most Valuable Professional (MVP) for SQL Server for 6 years running, holding a total of 13 years’ experience in the IT arena and a Master’s degree in Information Technology, Dinesh has gained thorough expertise and experiences on various technologies and concepts. Providing architectural designs on business intelligence solutions for diverse domains including Banking, Insurance and FMCG is one of his principal proficiencies.

Background

From the launch of his career in software development, Dinesh has played varied roles comprising of Senior Software Engineer, Technical Lead, Solutions Architect and finally Business Intelligence Architect handling Enterprise Architectures for organizations. Complementing this, his involvement in training and education via workshops and instructor-led courses earned him the recognition as a well-known industry expert in Business Intelligence.

As a major contributor to the industry and technical communities, Dinesh’s efforts were recognized by Microsoft and was awarded the coveted Most Valuable Professional (MVP) accolade for SQL Server in 2006 and is been continually renewed to date annually.

Dinesh’s aptitude is further reinforced with him being involved as a Subject Matter Expert in various activities in SQL Server technologies including Business Intelligence. He has contributed by developing and setting standards on multiple Microsoft Certification exams on SQL Server 2008 and Business Intelligence. He has also visited Microsoft in Redmond, WA for a discussion regarding the direction of certification in the upcoming version of SQL Server, which he considers a remarkable milestone in his career.
